State of California Budget Loans
Heritage Community Credit Union is once again offering zero-interest, short-term loans for our HCCU members who are not currently receiving their regular salaries due to the budget impasse. To qualify, current members must have received a direct deposit from the State of California payroll to their HCCU account within the last 2 to 4 weeks.

PASS - Payday Advance Savings Solution
Take A “PASS” On Expensive Payday Advance Loans With HCCU’s Alternative Program!We understand there are times when you may need a short-term loan to hold you over until your next paycheck. There are companies that specialize in this type of loan, and they advertise themselves as the solution. However, the ads never mention the very high annual percentage rates these payday lenders typically charge - as high as 500% or even higher!
Don’t get caught in the payday lenders’ predatory trap! We offer our members a reasonable, affordable alternative to the high-rate payday advance loans. HCCU’s Payday Advance Savings Solution (PASS) is a short-term loan with an additional feature called PASS savings that is designed to help you save for the unexpected.
Here’s how it works:
- PASS is an open-end loan extended to members in good standing who have an automatic deposit (Direct Deposit, Payroll Deduction or ACH deposit) to an account with HCCU.
- PASS will offer a pre-approved line-of-credit up to 50% of the previous month’s direct deposit, not to exceed $500.
- The advanced amount must be repaid in full within a 30-day period.
- There is a one-time $35 application fee.
- An additional 5% of the advanced amount will be placed in your PASS savings*.
- No credit check is required.
